Male back single-tailed at the Folsom Street Fair - signal whips - nylon cracker

At least three people had a go at this fellow's back that day, including the woman standing in front of him.

The whip is similar to this snake.  A snake does not have a rigid handle but does have a fall, a latigo thong between the braided body and the cracker.  A signal whip also does not have a rigid handle but the cracker is woven directly to the braided body of the whip.
